We express gratitude to the many customers who have sought the best solutions and products for their growing applications, fuelling our growth and inspiring us to continually enhance our offerings.

Evolution & Expansion

Established in 1975 by Len and Austral Wilson, Garden City Plastics was born out of a vision for a reliable source of competitively priced pots and containers designed for horticultural purposes. The mission for quality, the best price, and a can-do approach has been our guiding force, standing the test of time.

In 1992, Garden City Plastics marked a significant milestone with the purchase of a two-hectare factory and warehouse in Monbulk, Victoria, dedicated to the production of injection-moulded plastic pots.

Micropellets was established in 2005 and is now Australia's leading manufacturer of rotational moulding powder for local and international markets.

In 2016 the old GMH (General Motors Holden) plant was acquired in Dandenong South, Victoria and became the new GCP Headquarters.

Today, GCP employs over 400 staff and contractors, across its 2 manufacturing/distribution sites and 5 warehouse/distribution sites strategically located across Australia.

Nursery (Pot) Levy

The Pot Levy generates funds for research, development (R&D), and marketing to support the nursery industry in Australia.

What is the Nursery Levy?

Also known as the Pot Levy or Container Levy, this is a statutory industry levy applied to potted plants
produced in Australia. The levy is based on placing a plant into a container with potting media for growing
or sale and is currently set at 5%.

GIA

How the Levy Benefits the Industry

Introduced in October 1989, the levy funds strategic investments in R&D and marketing to enhance the Australian nursery industry's capability, profitability, and longevity. It is one of 37 horticultural levies supporting growers across fruit, vegetable, and nut industries.

Levy Management and Investment

Hort Innovation facilitates the levy program, using funds from the Nursery Products R&D and Marketing Levy along with voluntary industry contributions. The Australian Government matches funds for all R&D activities.

In collaboration with Greenlife Industry Australia and state nursery and garden industry associations, Hort Innovation invests in targeted marketing and R&D programs. These priorities align with the Nursery Strategic Investment Plan 2022–2026.

The "Your Levy at Work" initiative is funded by Hort Innovation using levy contributions and government support.

How the Levy Works

Nursery industry businesses typically pay the levy when purchasing plant pots, with manufacturers acting as collection agents for the Australian Government. The government collects the levy and transfers the funds to Hort Innovation.

Hort Innovation operates under a Deed of Agreement with the Department of Agriculture, Water and the Environment. This agreement ensures investments align with industry needs and accountability principles. Government contributions further enhance R&D investments.

As the industry’s peak body, Greenlife Industry Australia (GIA) plays a key role in overseeing levy investments. Through the Strategic Investment Advisory Panel, GIA ensures projects are effective, efficient, and deliver real value to the industry.

Have an Idea for R&D?

Industry members can now submit ideas for levy-funded R&D projects, allowing direct input into how levy funds are invested. This initiative ensures that projects address real industry needs.ross fruit, vegetable, and nut industries.
